General Overview 
Responsible for all aspects of financial operations of RI South Asia Office (RISAO) and financial operations, as assigned, for Rotary International and The Rotary Foundation in RISAO. 
Responsible for effectively developing operational effectiveness in systems and existing process, support RISAO FS team to provide quality financial controls and services for fiscal functions to the Rotary constituents.  
Ensure receipt and disbursement of funds as well as communication with Rotarians / Club & District officials regarding financial services matters in coordination with TRF, CDS, Stewardship & Legal, HR & Administration teams of RISAO.
Chartered Accountant (CA)//Costs & Management Accountant (CMA) is essential. Company Secretary (CS) / MBA (Finance) qualification would be preferred. 
Knowledge and Skills 
Practical knowledge of Indian Accounting Standards and proficiency in accounting.
Maintenance of adequate “accounting processes and internal controls.”
Good knowledge of foreign currencies, exchange rates, banking customs and regulations is required.
Familiarity with non-profit organizations/association, charitable tax and other regulations.

Specific Duties 
Represent as ‘Finance Representative’ of Club dues for South Asia region.
Review details of Club invoices of all the Rotary clubs in India (approx. 4,000) in compliance to the applicable Goods & Services Tax laws of Government of India.
Evaluate existing processing of RI club dues and non-club dues to develop more efficient means of gathering and reporting data for management.
Acquire/adapt efficient financial data processing mechanism/ tools for effective & efficient processing of accounts payable and receivable activities. 
Work actively with Clubs and Accounts Receivable team at, Rotary International (RI) World Headquarters (WHQ) for clubs in arrears and terminated clubs.
Liaise with Accounts Receivable and Data Services teams on club invoices and membership discrepancies. 
Perform various treasury functions viz. monitoring the bank balance of RISAO and RF (I) to ensure availability of adequate funds to meet all financial obligations, managing cash, banking relationships and currency exposure in conjunction with Manager, FS. 
Provide oversight, counsel and direction for investments as per the policies laid down by RI, WHQ. 
Assist Manager, FS to establish and maintain operating policies, practices and procedures to ensure adherence to proper internal controls (including cash management) encompassing the integrity and security of all financial functions of local and RI/TRF entities. Check monthly receipt and disbursement reports of RISAO and RF (I) for submitting to RI, WHQ and obtain approval from Manager, FS.
Prepare details of Goods & Services Tax payment to the government authorities as per statutory requirements.
Work with Accounts Receivables, FS team staff of RISAO to reconcile the actual payments received with amount on club invoices to make necessary accounting adjustments for Goods & Services Tax payments to government authorities.
Review registers and other documents for the purpose of audit/ assessment of Goods & Services Tax.
Liaise with consultant to ensure compliance with Goods & Services Tax regulations.
Ensure compliance of RI policies related to membership, club dues and non-club dues.
Provide assistance with variance explanations in Responsibility report for RISAO (Cost Centre MS 210) and local entities and work with RI WHQ Financial Services team and International Operations Manager as needed. Work with Manager/ Supervisor, HR & Admin for proper utilization of balance budget.
Work with Manager, TRF & Supervisor Financial Services in reconciling Responsibility Report of cost center RF402. 
Represent FS team for communications with District Governors (DG), clubs and Rotarians to resolve pending club financial obligations.
Review bank reconciliation statements prepared on monthly basis for all the bank accounts. 
With regard to payment of SPAs, review bank letters (sent to bank for preparation of demand drafts), payment letters (sent to payee along with the demand draft) and payments made through electronic fund transfer (EFT) banking channels.
Coordinate with data services for membership related queries affecting club dues. 
Coordinate with Supervisor/Coordinator, Legal regarding any club in dispute for which any club dues/membership list has been received by office.
Generate report from Tally database periodically to identify clubs which have made the payment but not sufficient to meet semiannual financial obligation. 
Ensure monthly reports for RISAO; RFI & Nepal account submitted to WHQ within scheduled timeline.
Ensure cash flow and bank reconciliation (GL Account Activity), of RI; RFI & Nepal for submission to WHQ within scheduled timeline.
Create record and upload journal entries of expenses and balance sheet entry (e.g. General Ledger account, liability account, bank fee, interest, bank transfer) of RISAO and RF (I) in ‘PeopleSoft’ system.
Maintain the records of Provident Fund of employees as per Employees Provident Fund Act and ensure monthly deposit of provident fund payable. 
Create and run queries in “PeopleSoft’ system with respect to ‘Club Invoice’, ‘Club balance’, corrects uploading of RI Accounts Receivable templates etc.
Liaise with auditors on execution of periodic audits, lead discussions on findings and assist Supervisor, FS on finalization of audit reports and filing of returns.
Implementation of Accounts and Finance training/meeting in collaboration with Manager, FS and follow up action thereon.
Assist Manager, Financial Services in proper maintenance of books of account of RISAO & RF(I) and compliance with all applicable rules and regulations, viz. Companies Act, Income Tax Act, Goods & Services Tax Act, Foreign Contribution (Regulation) Act, Employees’ Provident Fund Act, etc. 
Assist Manager in ensuring timely reporting under the laws, rules & regulations applicable to RISAO/RF(I) viz. annual returns under Income Tax, Companies Act, Goods & Services Tax Act, Foreign Contribution (Regulation) Act, Works Contract Act; monthly and quarterly return of TDS Returns etc.
Assist Manager in maintenance of statutory records of RISAO a Section 25 Company under Companies Ac, 1956 viz. Minutes Book for entire Board Meetings and Annual Shareholders’ meeting, Register of Directors, Shareholders, etc.  
Assist Manager in timely reporting of financial information to WHQ for General Ledger closings, the preparation of RI/TRF financial statements, and for meeting all office and local entity requirements.
Assist Manager in handling any discrepancy of accounts, exchange rates, Policies and Procedures (P&P) etc. between local records and WHQ's, and make any necessary corrections.
Provide assistance to International Office Manager (IO) and Manager, FS for preparing the annual budget for the office and local entities such as associate foundations.
Be a liaison with Fiscal Agents and their correspondents for seamless operations management.
Be a training support for any updates made in the reporting templates both payables & receivables.
Review monthly report and bank reconciliation/ GL reconciliation and ensure its correctness
Ensure that all the operations are being handled efficiently and effectively.
Monitor Fiscal Agents yearly budgets and ensure that the expenses remain within the budgeted amount and provide variance analysis, if any.
Support Manager, FS in all FAs related business operations.Take over the charge of Manager, Financial Services during his/her absence.
Keep track of frequent changes (not restricted only to announcements promulgated in the Parliament, but changes made even thereafter) brought about in the annual Union Budget from time to time and advice Manager, FS in implementation of the same.
Study the impact of Companies Act, FCRA, tax laws & other applicable laws on current accounting procedures being followed by SAO and steer the changes in consultation with Supervisor, FS.
Remain proactive in understanding International Financial Reporting Standards under consideration by the Government of India and ensure compliance.
Travel as assigned.
Perform other duties as assigned.
Prior Experience
Minimum 7 years related job experience required with specialization in accounting, tax and finance functions.
Supervisory Responsibility
Fully responsible for functioning of RISAO Accounts Receivable team (Team at present includes: one correspondent and one assistant of Financial Services team.) and functioning with Goods & Services Tax consultant.
Budget Responsibility
Assist Manager, Financial Services and IO Manager in preparation of RISAO budget.
Internal Contacts
