Security Clearance Requirement: At a minimum a Secret level or National Agency Check (NAC) security clearance is required.

Culmen International, LLC is seeking Subject Matter Expert (SME) with experience supporting African Security Cooperation.  The SME will support programs in both CONUS and OCONUS locations for Department of Defense (DoD) academic outreach and educational programs focused on security issues relating to Africa.  This work requires African Security Cooperation expertise and ability to provide high level advisory support to meet program objectives.  SMEs will serve as speakers, facilitators, panelists, adjunct faculty, or writers in support of African Security Cooperation programs such as round table, research, and publications.  This position is contingent upon contract award and will be based at Fort McNair.
 
The ideal candidate will have experience supporting educational organizations conducting bilateral and multilateral research, communication, exchange of ideas, and training involving military and civilian participants.
 
Travel Requirement:  SME may support CONUS/OCONUS travel including frequent travel to Africa.
Language Requirement: Fluency in French is highly desired.
 
Role and Responsibilities include:
  • Provide high level vision to program/project manager and senior client leadership for objectives of complex efforts supporting African Security Cooperation.
  • Support workshops generally comprised of an academic plenary session and lead break-out sessions.
  • Support round table gatherings with other SMEs and individuals in key decision making positions and support academic discussions that could be a framework for treaties or other national security strategies.
  • Provide expertise in different areas such as Adjunct Faculty to direct seminars, provide expertise during curriculum development workshops, author papers, or speak at African Security Cooperation related functions. 
  • Participate in meetings for U.S. and foreign SMEs to address current and upcoming topical issues.
  • Contribute professional support services that will contribute to content/curriculum frameworks for programs and products that can will be used to support African countries to improve the regional security environment.
  • Directly supporting participant reception, program participation and communication.
  • Apply expertise through extensive knowledge and experience for African Security Cooperation domain areas (list below).
Experience and Education requirements include:
  • U.S. Citizenship
  • At a minimum a Secret level or National Agency Check (NAC) security clearance is required.
  • Excellent written and verbal English communication skills; fluency in French highly desired.
  • Bachelor’s degree from an accredited university (Master’s degree preferred).
  • 10+ years of experience applying expertise through extensive knowledge and experience in one or more of the designated functional/operational, technical, and/or domain areas below:

  • Proficiency working across the MS Office Suite.
  • Availability to work on-site in DC Metro area and support CONUS/OCONUS travel including travel to Africa.
Desired experience:
  • Experience supporting the Africa Center for Strategic Studies (ACSS) or related work supporting security issues relating to Africa is highly desired.
  • Experience supporting educational forums for bilateral and multilateral research, communication, exchange of ideas, and training involving military and civilian participants is highly desired.
  • Experience supporting DoD efforts to engage African leaders in academic forums from both the military and civilian sectors is highly desired.
