This position will serve as a Program Analyst for development of specific input supporting the OPNAV N83 Integration Branch. The Program Analyst will support programming guidance and develop financially related guidance for OPNAV N83 staff. This position requires strong PPBE experience.  Activities will support the issuance of relevant policy, requirements oversight, requirement assessments, and mechanisms to meet leadership defined requests for information, taskers, and analysis.  The work is a heavy coordination effort working across OPNAV N83 and promoting alignment within the N83 organization for fiscal management and strategic planning.  The successful candidate will have experience supporting a Program Management Office environment and working with a blended team of government and contractor personnel across all levels.  All work will be performed on-site at the Pentagon. 
 
Experience/Education Requirements include:
  • US Citizenship.
  • Current security clearance at a minimum Secret level.
  • 10+ years of related experience supporting defense business analysis directly related to the PWS, modeling, and Navy maintenance policy (may consider candidates with fewer years of experience based on strength of PPBE skills). 
  • Bachelor's degree preferred (will consider High School Diploma with additional years of experience).
  • Prior experience as an Action Officer on a major Navy staff/OPNAV or Echelon I or II HQ staff is highly desired.
  • Direct experience supporting planning, programming, budgeting, and execution (PPBE) activities.
  • Ability to provide recommendations on complex readiness and financial PPBE issues for the conveying N83 position.
  • Direct experience supporting Navy program objective memorandum (POM) processes.
  • Expertise to provide SME-level guidance to N83 Action Officers on the PPBE system, Navy POM process, and PBIS database.
  • Experience preparing and maintaining accurate Fleet Readiness financial documents to track changes to the Fleet Readiness requirement and funding for each cycle and for each program.
  • Proficiency working across the Microsoft Office Suite including building and maintaining complex Excel spreadsheets.
  • Ability to interact with personnel at all levels.
  • Strong written and verbal communication skills to ensure complete coordination between N83 and stakeholder organizations.
  • Must have strong research and writing skills with the ability to draft documents and support document reviews. 
  • Ability to pay attention to details including proof reading documents and spreadsheets to ensure accuracy. 
  • Experience working with the PBIS database to oversee requirements activities and manage the N83 document filing system.
  • Availability to work on-site at the Pentagon
