Culmen International LLC is hiring a Program Analyst to work in support of the Department of Homeland Security, Cybersecurity and Infrastructure Security Agency (CISA) in the Network Security Deployment (NSD) program.  NSD provides development, acquisition, deployment, operational, program management, industry partnership, and customer support to satisfy the Department’s mission in Improving Critical Infrastructure Cybersecurity. Specifically, NSD’s mission is to improve cybersecurity to federal departments, agencies, and industry partners by developing the technologies and establishing the services needed to fulfill CISA’s mission. To meet that mission need, NSD is organized into Program Management Offices (PMOs) to design, develop, deploy, and sustain cybersecurity capabilities. The PMO this position supports the Continuous Diagnostics & Mitigation (CDM) PMO.
Role and responsibilities include:
  • Perform integrated program control activities to ensure program and project management status information is effectively and efficiently portrayed in a timely manner through government stakeholder meetings, project presentations, and project status updates.
  • Participate in government solution development meetings, compiling government feedback into a comprehensive white paper.
  • Assist the government with monitoring contractor compliance with contractual deliverables such as project monthly reviewed, Earned Value Management reporting (EVM), and Systems and Engineering Lifecycle (SELC) deliverables.
  • Assist the government in defining appropriate schedule activities and integrate the schedule activities for select stakeholders. In addition, be prepared to, maintain and update the schedules, provide quantitative and qualitative analysis of the schedules and incorporate findings within status reports and other products as necessary.
  • Create, monitor, update, and present, project and program risk registrar statements.
  • Support the government in monitoring and ensuring all, schedule and technical performance measures and integrated tracked, monitored and communicated.
  • Coordinate the logistics for government meetings to include: preparing meeting presentations, organizing an agenda, and coordinating with a variety of stakeholders.
  • Organize, design, and maintain control of a project SharePoint site.
  • Conduct organizational studies and evaluations, work simplification and measurement studies, and prepare operations and procedures manual to asset management in operating more efficient and effectively.
  • Operate with moderate supervision
Requirements include:
  • U.S. citizenship.
  • Current security clearance at a minimum Public Trust.
  • Ability to obtain DHS Suitability required to start work.
  • Minimum requirement of a Bachelor’s Degree. This contract does not allow additional experience in lieu of a degree.
  • Experience in gathering, compiling and analyzing information from multiple sources to prepare comprehensive white papers, studies, and presentations.
  • Ability to organize stakeholder meetings to include: its agenda, presentation material, facility, and invitations.
  • Possesses the organizational skills to manage multiple on-going projects and tasks, to include: managing contract deliverables, data calls and stakeholder feedback.
  • An effective communicator with the ability to contribute, develop, articulate, author and communicate thoughtfully, data and concepts in discussions, presentations, position papers, and decision analyses.
  • Proficient in Word, PowerPoint, Excel, and SharePoint with the ability to develop white papers, create presentations, analyze data, and administer SharePoint sites.
  • Past experience in risk management and have the ability to create risk statements and manage risk for complex information technology issues. (Preferred)
  • Experience in taking meeting minutes, compiling the information and provide to government lead.
