Culmen International LLC is hiring a Program Control Specialist to work in support of the Department of Homeland Security, Cyber and Infrastructure Security Agency in the Network Security Deployment (NSD) Division. NSD provides development, acquisition, deployment, operational, program management, industry partnership, and customer support to satisfy the Department’s mission to improve critical infrastructure cybersecurity. Specifically, NSD’s mission is to improve cybersecurity to federal departments, agencies, and industry partners by developing the technologies and services needed to fulfill the critical cybersecurity mission. To meet mission need, NSD is organized into Program Management Offices (PMOs) to design, develop, deploy, and sustain cybersecurity capabilities. This position supports the National Cybersecurity Protection System (NCPS) PMO.
 
Role and responsibilities include:
  • Perform integrated program control activities to ensure program and project management status information is effectively and efficiently portrayed in a timely manner through program reviews, performance metrics, and program compliance
  • Manage Capital Planning and Investment Control (CPIC) process and activities. Included, but not limited to, supporting annual business case (OMB Exhibit 300) reporting and monthly IT Dashboard reporting through INVEST (Investment Evaluation, Submission and Tracking System)  
  • Coordinate with subject matter experts within the PMO and DHS CPIC Administrators to ensure the most accurate program information on data requests
  • Monitor and track program policy and compliance with and responsiveness to Office of Management and Budget (OMB), DHS, Government Accountability Office (GAO), and Office of the Inspector General (OIG) guidance, findings and reports and other Federal policies and regulations
  • Manage schedule activities for select stakeholders. Included, but not limited to, maintaining and updating the schedules, providing quantitative and qualitative analysis of the schedules and incorporating findings within status reports and other products as necessary
  • Monitor and ensure all cost, schedule and technical performance measures are integrated, tracked, monitored and communicated
  • Assist management in operating more efficiently and effectively by conducting organizational studies and evaluations, designing systems and procedures, conducting work simplification and measurement studies, and preparing operations and procedures manuals 
Requirements include:
  • U.S. citizenship.
  • Current security clearance (at a minimum Public Trust)
  • Ability to obtain DHS Suitability (required to start work)
  • Bachelor's degree. (This program contract does not permit additional years of experience in lieu of a degree.)
  • 5+ years of experience in customer service
  • 3+ years of experience gathering, organizing and analyzing information and data from multiple sources to provide analysis to leadership
  • Ability to contribute, develop, articulate, author and communicate thoughtful, well organized information, data and concepts in discussions, presentations, position papers, decision analysis and reports
  • Experience coordinating or leading cross-functional teams to achieve mission needs
  • Proficiency with the Microsoft Office Suite: Excel, Word, Project, PowerPoint and SharePoint
  • Strong organizational skills and attention to detail in order to develop accurate, high-quality deliverables in a changing environment
  • A curious self-starter that can operate and lead with moderate supervision
  • Specific knowledge of the DHS budget process, INVEST (Investment Evaluation, Submission and Tracking System) and the SELC (technical management guide for acquisition programs) a definite plus
