Culmen International, LLC is seeking a Staff Consultant to work in support of the Defense Security Cooperation Agency (DSCA) Strategic Planning and Integration (SPI) Division. All work will be performed on-site in Crystal City. The Staff Consultant will provide authoritative advice on U.S. Government strategic planning and business reform practices and standards. This position requires Security Cooperation (SC) and Foreign Military Sales (FMS) experience and the ability to perform strategic planning, organizational change management, business transformation, business process improvement/reengineering, project management, cost analysis, strategic planning, and assessment activities.
 
Travel: May be required to visit sites in/around DC Metro area
 
Responsibilities include:
The Staff Consultant will provide Strategic Planning and Integration Support for the following areas:

Strategic Planning and Assessment
Conduct user needs assessments and gather stakeholder requirements to assist with initiative design and validation.  
Using a variety of different analytic and strategic methodologies and frameworks, models and tools, provide strategic initiatives, recommendations and alternative approaches to evaluate and review mission needs, goals and requirements.  
Support the Government’s periodic reviews and updates and create new strategies and objectives designed to meet the Agency’s short, mid, and long-term planning goals to achieve the mission and reform the security cooperation enterprise.  
Review, analyze and distill key points from relevant strategic documents to identify linkages and opportunities to nest agency strategic objectives and tasks under other broader strategic guidance documents.  Strategic documents may include: the National Security Strategy, National Defense Strategy, Quadrennial Diplomacy and Development Review, Integrated Country Strategies, Theatre Campaign Plans and Country Security Cooperation Plans. 

Business Transformation Support
Provide methodologies to frame and define challenges, and assist leadership evaluate and decide upon courses of action to sustain an integrated approach from strategy through execution.  
Assist in the analysis and evaluation of the current state as the Government conducts periodic gap assessments and evaluations to formulate the vision for the desired future state.  
Propose changes to agency mission, strategic direction, additional reform initiatives, and tasks for agency consideration to maximize value, minimize risk, increase transparency, reduce processing time or reduce transactional costs and support transforming the security cooperation enterprise in required timeframe while building the capability to sustain value over time.  
Support implementation of a comprehensive business transformation strategy and provide recommendations on best practices for change management, communication plans, stakeholder engagement and messaging to roll out new strategies and change initiatives. 

Conduct Data Analysis
Provide access to a wide range of data analysis and analytics tools, collection methods and procedures, assessments, data research, and reporting methods to identify future and expected business trends in the air, space and defense industry.  
Generate custom data products, data tracking procedures and visualizations as required to present these findings.

Design and Business Process Reengineering
Conduct research, interview stakeholders, perform needs assessments, and review any existing system documentation.  
Support analysis and process mapping of the “as is” to identify deficiencies, devise potential solutions, and propose new design criteria, procedures, processes, reports or other documentation for the “to be” system design.
Propose redesigns to operating models, procedures, and generate new process maps for the Government’s consideration to support the “to be” future vision. 
 
Future Tasks:

As business processes advance future tasks will involved broad-based Change Management and Communication Support
for program management, financial management, and business process improvement, standardization and other matters, as requested including support for the following areas:
 
Road Shows - Develop communication and outreach strategies, approaches, and forums used internally and externally to assist with collaboration and delineating security cooperation and FMS reform processes, policies, initiatives and procedures as they relate to strategic goals and objectives. Change management communication initiatives include road shows and training events.
Training Materials - Develop training materials for SC reform, strategic planning, policy, and program development and integration topics for use in desktop, brownbag, and other training settings. The training audience is comprised of individual Action Officers, Supervisors, Principal Directors or above, or a group at the division, directorate, agency, or component level.
Communication Plan - Support comprehensive communication plan and targeted marketing materials for strategic planning, policy, integration, program development and security cooperation reform initiatives. Coordinate and training and briefing materials and maintain documentation in a SharePoint site and program filing system.
 
Experience and requirements include:
U.S. Citizenship is required
Current security clearance – Current Secret clearance is required for consideration
Bachelor’s degree from an accredited university
4+ years of related experience supporting Security Cooperation programs
Strong understanding of DoD policies and FMS policies and procedures
Technical expertise to provide authoritative advice on U.S. Government strategic planning and business reform practices and standards
Experience performing strategic planning, business reform, and change management full financial statement audits in DoD, federal agencies, or commercial Fortune 400 organizations
Experience analyzing and applying DoD and USG foreign policy directives and guidance
Familiarity with Congressional processes and procedures
Proficiency across the Microsoft Office Suite
Experience managing documentation using SharePoint
Excellent written and verbal communication skills
