Senior Budget Analyst - Foreign Assistance

Security Clearance Requirement: This position requires at minimum an Interim Secret clearance (US Citizens with clearance eligibility may be considered).

Culmen International, LLC is seeking a Senior Budget Analyst to work in support of Department of State nonproliferation programs.  The Analyst will provide budget and administrative support to DoS by assisting with the development of international partner security capacity to detect and respond to chemical, biological, and nuclear threats. Budget Analyst responsibilities cover all phases and requirements of the budget formulation and execution processes for assigned programs, accounts, or projects. Duties also include ensuring allotments, obligations and expenditures are within the established budget; preparing and analyzing a variety of both financial and management reports; maintaining internal controls to assure data integrity and prevent misuse of resources; and developing plans, procedures, and instructions for formulating annual and multi-year budget estimates. 
 
This work is contingent upon contract award. This position will require CONUS/OCONUS travel (~20% or higher).
 
Eligibility:
US Citizenship required
Current security clearance (minimum Secret level required, Top Secret preferred, may consider Interim clearance or eligibility)
 
Education/Training Requirements:
Master’s degree from an accredited institution in a related field 
PMP certification or industry recognized program management credentials preferred
6+ years of professional experience supporting Government budget cycle, funding instruments including grants and fund cites
Knowledge of US Government regulations and policies for grants and contractors
Demonstrated experience in analysis, research, strategy development, and interagency coordination
Professional experience assisting clients with international programs on a scale of at least $70 million in annual funding
Proficiency in Microsoft Office applications (Word, Excel, PowerPoint, Visio)
 
Desired skills include:
Experience working in teams in activity planning and implementation 
Understanding of foreign assistance
Experience working at the State Department and with the Office of U.S. Foreign Assistance Resources (F)
