WMD Elimination SME

Culmen International is hiring for a WMD Elimination SME to work in support of the Defense Threat Reduction Agency’s (DTRA) Cooperative Threat Reduction (CTR) Directorate.  The Directorate is organized into three Departments to support the countering weapons of mass destruction (WMD) mission.
  • Proliferation Prevention: improves the capabilities of partner nations to prevent, detect, and respond to potential WMD trafficking attempts through land or maritime domains.
  • Biological Threat Reduction: strives to address the risk of disease outbreaks, whether natural or manmade, by promoting best practices in biological safety and security, improving partner countries’ capacities to safely and rapidly detect and report dangerous infections, and establishing and enhancing international research partnerships.  
  • Security and Elimination: works with partner nations to reduce the threat from chemical and nuclear weapons and their delivery systems by securing and eliminating stockpiles, materials, facilities, and technologies.
DTRA, the managing Agency, is based at Fort Belvoir, VA, but project implementation occurs internationally in the former Soviet Union, Eastern Europe, the Levant, Southeast Asia, and Africa.  This position will support the Security and Elimination Department and assist the Government with planning for contingency scenarios and providing technical subject matter expertise on projects involving the disassembly of ballistic missile systems, dismantlement, and disposal processes/approaches.
Requirements include:
  • U.S. Citizen
  • Current Secret clearance (will consider candidates with clearance eligibility with preference for previous SCI adjudication)
  • Availability to travel CONUS/OCONUS (approximately 25%)
  • Education/Experience: 
    • Expert: BA/BS* and: >15 years exp. or MA/MS and >10 years exp.
    • Senior: BA/BS* and >10 years exp. or MA/MS and >7 years exp.
    • Mid: BA/BS* and >5 years experience
    • HS Diploma may be substituted for all levels with an additional 10 years of relevant experience
A successful candidate must also have the following expertise/experiences:
  • Possess a mix of technical knowledge with tangible experience working with missile system components and their functionalities (i.e., solid and liquid propellants/propulsion sections, nozzles, guidance and control devices, airframes, warhead interface, launch interface, and other modern-era subsystems)
  • Possess an understanding of the technical requirements to render systems unusable or perform the full-scale disassembly, dismantlement, and disposal processes
  • Familiarity with the Missile Technology Control Regime, critical missile system components, dual use technology, and manufacturing tools and technologies.
  • Evaluate technical approaches for efficacy against planning considerations (e.g., site conditions, awareness of safety/hazard impacts, awareness of industrial handling standards, etc.)
  • Demonstrate the ability to communicate and provide coherent reporting of technical concepts and analysis
Additional desired skills:
  • Knowledge of DoD 4145.M Contractors’ Safety Manual for Ammunition and Explosives
  • Experience with assisting the Government with procuring services from industry that would implement such project
  • Proficiency with Microsoft software products
