Culmen International, LLC is seeking an experienced Program Manager (PM) to work in support of Department of Defense (DoD) academic outreach and educational programs focused on security issues relating to Africa.  This Program Manager role requires African Security Cooperation experience providing support for logistical engagement planning and execution, travel coordination support, provision of Subject Matter Experts (SMEs) in various academic areas, language interpretation, and logistical support for alumni engagement. 

The ideal candidate will have experience supporting educational organizations conducting bilateral and multilateral research, communication, exchange of ideas, and training involving military and civilian participants. 

This position is contingent upon contract award and will be based at Fort McNair.

Travel Requirement:  The PM will be engaged in CONUS/OCONUS including frequent travel to Africa.
Language Requirement: The PM must be fluent in English and French.

Duties and Responsibilities include:
  • Support event planning and logistics coordination for outreach and educational programs such as peer-to-peer engagements, workshops, roundtable discussions, seminars, and bilateral level engagements held in CONUS and OCONUS locations.
  • Provide leadership and guidance to contractor staff and serve as the program contractor Point of Contact (POC) between U.S. Government and contractor personnel working in support of the program’s mission.
  • Coordinate with senior leadership to support work in an international environment, manage staff, and coordinate program logistics.
  • Provide coordination and planning for SMEs from industry and academia who will facilitate discussions at seminars, programs, workshops, panels, and other forums and bring expertise for formulating plans of action and support for national security strategies.
  • Provide coordination and logistical planning including foreign language interpretation to deliver programs in English, French, Spanish, Arabic, and Portuguese for events held in CONUS and OCONUS locations.
  • Engage with the DoD community to support seminars and engagements focused on national security topics.
  • Provide PM leadership and contract oversight to ensure quality for all activities performed by contractor personnel including overseeing quality of technical and business processes.
  • Provide management, direction, administration, quality assurance (QA), and leadership of all deliverables in support of Statement of Objectives (SOO).
  • Facilitate Government and contractor communications and activities necessary to ensure the accomplishment of timely and effective support in a culturally sensitive manner. 
  • Utilize best standards and proven methodologies from industry and academia to ensure that all program activities are identified, documented, and tracked.
Experience and Education requirements include:
  • U.S. Citizenship
  • At a minimum a Secret level or National Agency Check (NAC) security clearance is required.
  • Must demonstrate fluency in English and French.
  • Bachelor’s degree from an accredited university (Master’s degree preferred).
  • Program Management Professional (PMP) certification or industry recognized equivalent such as DAWIA Project Management Professional, FAC-PPM Level II, etc.
  • 10+ years of experience managing security cooperation programs including complex programs in multicultural environments and multiple locations.
  • 3+ years of experience facilitating domestic and international engagements preferably for security and educational programs.
  • Excellent written and verbal communication skills.
  • Experience managing programs in Africa.
  • Experience providing travel and event planning support for varied academic areas including engaging academic SMEs, coordinating language interpretation services, and supporting alumni engagement for event participation.
  • Experience providing broad logistical coordination and travel planning for international programs and a track record of successful program execution.
  • Experience providing management, direction, administration, quality assurance, and leadership in successful execution of a contract.
  • Ability to support a full range of PM duties for managing budgetary and team resources with accountability to ensure quality and timely delivery of all contractual requirements.
  • Experience briefing executive level leadership and coordinating program efforts with senior management level personnel who are both internal and external to the organization.
  • Excellent collaboration skills and the ability to work with international teams in a variety of roles such as program POC, liaison, logistics coordinator, and event organizer to develop and facilitate events and engagements.
  • Proficiency working across the MS Office Suite.
  • Availability to work on-site in DC Metro area and support CONUS/OCONUS travel.
Desired experience:
  • Experience supporting the Africa Center for Strategic Studies (ACSS) or related work supporting security issues relating to Africa is highly desired.
  • Experience supporting educational forums for bilateral and multilateral research, communication, exchange of ideas, and training involving military and civilian participants is highly desired.
  • Experience supporting DoD efforts to engage African leaders in academic forums from both the military and civilian sectors is highly desired.
