Information Functional Analyst- FMS

Culmen International LLC is seeking an Information Functional Analyst to work in support of Army Security Assistance and Armaments Cooperation. Qualified candidates will have experience supporting Foreign Military Sales (FMS) processes. This position is contingent on contract award.
 
Role and responsibilities include: 
  • Translates broad Armaments Cooperation objectives and develops specific checkpoints and operating schedules for individual projects.
  • Provides expertise in the development of the Armaments Cooperation vision, including the development of goals and objectives.
  • Develops materials and resources that provide guidance and assistance of Army knowledge, Armaments Cooperation programs (NATO, ESEP, CWP, Agreements, Country Desk Officers, and Foreign Disclosure) and other related information and projects.
  • Advises leaders on roles, tactics, tools, measures, methods and/or techniques to accomplish improvements; install structure to support management disciple and evaluate results. 
Requirements include:
  • U.S. citizenship.
  • Current TS/SCI or TS with eligibility to obtain SCI.
  • 4+ years of experience in International Armaments Cooperation (IAC).
  • BA/BS or MA/MS degree in an Operations Research related field.
    • Bachelor’s Degree may be waived if this individual has had a minimum ten (10) years of applied security assistance experience while serving as a uniformed member of the U.S. armed forces or a U.S. government employee.
  • Working knowledge of International Agreements and negotiations and requirements for co-development of new technology supporting Armaments Cooperation. 
  • Knowledge and familiarity of Foreign Military Sales (FMS) process.
  • Knowledge and experience with the following:
    • U.S. Army Foreign Military Sales (FMS)
    • Security Assistance Management Manual (SAMM)
    • International Traffic and Arms Regulation (ITAR)
    • Foreign Assistance Act (FAA)
    • Arms Export Control Act (AECA)
  • Excellent written and verbal communication skills.
  • Proficiency working across the Microsoft Office Suite.
