Program Analyst - Navy Maintenance Policy

Security Clearance: Current Secret
 
This position will serve as a Program Analyst and coordinate efforts across OPNAV N83 promoting alignment within the N83 organization for fiscal management and strategic planning. Activities will support the issuance of relevant policy, requirements oversight, requirement assessments, and mechanisms to meet leadership defined requests for information, taskers, and analysis.  All work will be performed on-site at the Pentagon.
 
Experience/Education Requirements include:
  • US Citizen
  • Current Secret security clearance
  • 10+ years of professional work experience to include defense business analysis directly related to the PWS, modeling, and Navy maintenance policy
  • Bachelor's degree preferred (will consider High School Diploma with additional years of experience)
  • Prior experience with Navy ship (i.e. surface ships, submarines or aircraft carriers) maintenance or operations
  • Previous work with the Navy’s Program Budget Information System (PBIS) is a plus
  • Experience with PPBE process, particularly with programming phase of PPBE and Navy POM development process is a plus
  • Prior Action officer experience on major Navy staff/OPNAV
  • Extensive experience with Microsoft Office Suite
  • Experience utilizing Microsoft Excel or similar tools for simple modeling and data analysis for emergent tasking
  • Strong written and verbal communication skills to ensure complete coordination between N83 and stakeholder organizations
Duties and responsibilities include:
  • Provide SME-level guidance to N83 Action Officers on the PPBE system, Navy POM process, and PBIS database
  • Support taskings for coordinated Navy’s Ship Maintenance and Ship Operations Support (budget accounts) program reviews and develop validated requirements for those accounts
  • Represent N83 equities at meetings regarding Navy Barge, Dive Boat, and Submarine Tender procurement and modernization
  • Operate the Surface Ship Reset Model to produce the Overseas Contingency Operations funding requirement for Navy Reset for each budget cycle
  • Review and adjudicate Ship Change Documents (SCDs)
  • Schedule changes in the Navy Data Environment (NDE) system
  • Work with the PBIS database to oversee requirements activities and manage the N83 document filing system
