Culmen International is hiring an Acquisition Specialist / Procurement Support Specialist to provide procurement support for the Department of Homeland Security‚Äôs Cybersecurity and Infrastructure Security Agency (CISA).  CISA coordinates security and resilience efforts using trusted partnerships across the private and public sectors and delivers technical assistance and assessments to federal stakeholders as well as to infrastructure owners and operators nationwide.  The Acquisition Specialist position requires someone who is highly self-motivated, professional, creative, analytic, and capable of managing their work load and prioritizing tasks in a fast-paced federal government environment.

Role and responsibilities include:
  • Provide procurement support to the government.
  • Assist the government with the pre-award functions associated with awarding new contracts, task orders, agreements, and financial transfers, including procurement planning, advising, and assisting the government regarding contract or task order issues involving scope and compliance
  • Assist the government in measuring contractor performance including providing support to award fee boards or other processes as required.
  • Support the government CORs with contract execution activities such as organizing and tracking contract invoices and deliverables, and monitoring burn rates, analysis of advance liquidations.
  • Support the government in the preparation of procurement documentation such as market research, SOWs, performance work statements (PWSs), procurement requests (PRs), required justifications, determinations and findings, best procurement approach, J&As etc.
Requirements include:
  • US Citizenship.
  • Current TS/SCI security clearance PLUS ability to obtain DHS Suitability.
  • Related BA/BS degree from an accredited university - business or technical discipline preferred.
  • 3+ years of relevant experience to serve as a reliable and detailed-oriented acquisitions specialist.
  • Demonstrated experience in contract administration and execution.
  • Advanced proficiency in Microsoft Office suite of tools.
  • Strong organizational, project management, and problem-solving skills with impeccable multi-tasking abilities.
  • Strong written and verbal communication skills including interpersonal skills for interviewing.
