Acquisition Systems Engineering Support

Culmen International, LLC is hiring for an Acquisition Engineering Support Specialist to work in support of an existing contract with the Department of Defense. The Acquisition Program Management Specialist is responsible for working closely with Assistant Program Managers (APMs) in support of specific programs. This position will be located on-site in a program management office supporting the United States Special Operations Command (USSOCOM)/Major Defense Acquisition Program (MDAP).

Responsibilities include:
The Acquisition Engineer Support Specialist is responsible for working closely with the Program Manager (PM), Deputy Program Manager (DPM), and Assistant Program Managers (APM) as a systems engineer for complex, classified Special Operations Forces (SOF)-unique intelligence and communications systems. The specialist shall perform systems and engineering input, to include:
  • Organizing, coordinating, and overseeing critical operational and integration engineering efforts in support of SOF customers in the acquisition, development, or sustainment of weapons systems, support systems, equipment items or equivalent products.
  • Planning/performing technical aspects of assigned acquisition efforts for all APMs, by applying systems engineering and technical management processes and closely monitoring progress.
  • Analyzing, reviewing, and monitoring the technical execution of projects/associated programmatic systems, to include resources of time and money, for the execution of systems acquisition and advanced technology projects that develop/test new systems/materials/concepts to significantly enhance the SOF advantage.
  • Establishing/reviewing program baselines to achieve the assigned engineering, cost, and schedule goals of the system based on requirements, and making logical decisions that apply to available technologies and systems engineering practices with acquisition streamlining techniques to satisfy requirements.
  • Organizing, conducting, and monitoring engineering design and development activities to address requirements for PEO, PM or Command programs.
  • Providing input to program managers, component combat developers, other government agencies, researchers, headquarters staff and industry to maintain and expand knowledge of technology programs and policies and to influence development priorities in accordance with SOF capability requirements and technology readiness levels.
  • Assessing and reporting progress including budgeting, funding, cost estimates, schedules, supportability, and performance baseline requirements.
  • Developing metrics and performing analysis to ascertain needed changes or modifications to production methods, procedures, and/or approaches.
  • Developing, reviewing, and providing input to various technical /acquisition reports and documents, e.g., specifications, statements of work, test plans and test reports.
Requirements and qualifications include:
  • US Citizen
  • Current TS/SCI
  • Master’s degree in Engineering, or a related field (e.g. Math, Science, etc.) with 10 years of general experience and 6 years of relevant experience in a program or resource management office, OR
Bachelor’s degree in Engineering, Computer Science, or related field with 12 years of general experience and 8 years of relevant experience in a program office
  • Five (5) years of experience supporting Department of Defense (DoD) acquisition programs.
  • Three (3) years of experience supporting Special Operations Forces (SOF) operations, resource management, or acquisitions.
  • Experience staffing documentation packages at the Major Command (MACOM) level.
  • Familiarity with USSOCOM Directives 70-1 and 71-4
