Culmen International, LLC is hiring an Acquisition Data Analyst to work in support of the Department of Homeland Security, Cybersecurity and Infrastructure Security Agency (CISA) in the Network Security Deployment (NSD) program. NSD provides development, acquisition, deployment, operational, program management, industry partnership, and customer support to satisfy the Department’s mission in Improving Critical Infrastructure Cybersecurity. This position supports is the Continuous Diagnostics & Mitigation (CDM) Program Management Office (PMO).
 
Duties and responsibilities include:
  • Provide CDM acquisition data analytical support for CDM controlled contracts and task orders
  • Support will include developing trend analyses of contracts and task orders to determine the financial health of the contracts and task orders and brief this analysis to CDM leadership
  • Ensure the contract or task order funding levels are accurate and current
  • Assist the government in developing acquisition strategies to ensure programs are on target and performing as required
  • Support the government CDM Team Leads with contract execution activities, such as reviewing, organizing and tracking contract invoices and deliverables, monitoring burn rates, analysis of advance liquidations and providing approval recommendations
  • Provide the CDM Team Leads with ad hoc projects to help ensure effective and efficient contract management
Education and other requirements:
  • US Citizen
  • Current Secret security clearance (minimum) and ability to obtain DHS Suitability
  • Related BA/BS or MA/MS degree
  • 3-10 years of relevant experience
  • 7+ years of experience with Federal procurements and contracts (highly desired)
  • Strong working knowledge of contract administration principles and possess working knowledge of the Federal Acquisition Regulation (FAR) (desired)
  • Demonstrated experience in providing financial analysis of contract/task order performance to include under running or over running, taking financial information to portray actual expenditures, planned budgets, forecasted budgets, etc.
  • Demonstrated experience in taking all available financial information of the contract/task order and conduct a financial trend analysis to clearly show the financial performance/health of the program or project
  • Possess on-site government contract management experience
  • Experience working with a variety of contract types and vehicles, including cost-type, T&M, fixed price, performance-based contracts, and GSA schedules
  • Proficient in Microsoft Office, especially Excel and knowledgeable of spreadsheet creation and utilization to depict data and make informed decisions from such data, including pivot tables and advanced formulas
  • Possess strong contract writing skills, effective customer service orientation and attention-to-detail, along with strong organizational skills, with the ability to work both independently and as part of a team (highly preferred)
  • Demonstrated experience in all facets of acquisition/financial aspects of a program to include a full understanding of debits, credits, contract modifications, obligations and deobligations
