Culmen International, LLC is hiring for a SME/Team Leader and SME/Team Leader Alternate to work in support of Defense Security Cooperation Agency (DSCA) programs. This program requires knowledge and experienced with the Security Cooperation Information Portal (SCIP) and the Defense Security Assistance Management System (DSAMS).
 
Security Clearance Requirement: Current Secret with TS Eligibility
 
Duties and responsibilities include:
  • Serve as the on-site lead for the team managing tasks and team members
  • Ensure the timeliness and quality of the work products of the team
  • Provide knowledge and experience for the Security Cooperation Information Portal (SCIP) and the Defense Security Assistance Management System (DSAMS)
  • Assist in the management of complex operations involving compliance with policy issues related to Security Assistance policy and procedure
  • Build relationships with DoD Agencies, State Department, respective Combatant Commanders, Joint Staff, and Military Departments and in-country Security Cooperation Officers in the allocation and execution of BPC programs
  • Facilitate training and on-boarding of other contract team members
Education and experience requirements include:
  • US Citizen
  • Current Top Secret clearance or current Secret and eligible to upgrade to TS
  • BA/BS or MA/MS degree, preferably in business, public administration, or engineering
  • 4+ years of recent work experience (within last 10 years) related to Foreign Military Sales (FMS) 
  • Experience with FMS as it relates to the fields of logistics, financial management, military education and training, transportation, and current security cooperation database management tools
  • 1 year of overall experience must be related to Building Partner Capacity (BPC) programs
  • Prior experience as a Program Manager, Project Manager, or Project Lead, PMP certification is preferred
  • Proficient in Defense Security Assistance Management System (DSAMS) and Security Cooperation Information Portal (SCIP) 
  • Ability to work well with all levels of internal management staff, Department of Defense (DoD) counterparts, as well as foreign clients and industry representatives
  • Knowledge and prior experience in Security Assistance policy and procedure, related legislation with the ability to assist in the management of complex operations involving compliance with policy issues
  • Ability to foster a positive relationship with DoD Agencies, State Department, respective Combatant Commanders, Joint Staff, and Military Departments and in country Security Cooperation Officers in the allocation and execution of BPC programs
  • Proficiency with MS Office suite
  • Strong verbal and written communication skills
