Senior Nonproliferation Analyst – Biosecurity

Security Clearance Requirement: This position requires at minimum an Interim Secret clearance (US Citizens with clearance eligibility may be considered).

Culmen International, LLC is seeking Biosecurity experts to work is support of Department of State (DoS) nonproliferation programs.  Analysts will provide support to DoS by assisting with the development of international partner security capacity to detect and respond to biological threats and reduce the risks of proliferation of weapons of mass destruction. This work is contingent upon contract award. These positions will support extensive CONUS/OCONUS travel (~20% or higher).

To address the development and use of weapons of mass destruction by terrorist groups and state actors the State Department has a need for experts with a range of skills and experience.

Experience requirements vary by level/position and may include:
  • US Citizenship required
  • Current security clearance (minimum Secret level required, Top Secret preferred, may consider Interim clearance or eligibility).
  • Strong understanding of nonproliferation and Biosecurity (Biological agents/weapons, dangerous pathogens, biosafety/ biosecurity, infectious disease response, microbiology, biodefense).
  • 3+ years professional experience in international security; nonproliferation; counterterrorism; foreign affairs; or science, engineering, or technology related to the development of weapons of mass destruction. Advanced knowledge and experience will be required for most senior level positions.
  • Familiarity with the State Department’s mission, its processes, and organization
  • Experience with Department of State grants, cooperative agreements, or contracts
  • Demonstrated experience in analysis, research, strategy development, and interagency coordination. 
  • Significant professional experience implementing international programs in a culturally sensitive manner.
  • Knowledge of US Government regulations and policies for grants and contracts, government budget cycle, funding instruments (grants, fund cites) and significant professional experiences assisting clients with international programs on a scale of at least $70 million in annual funding.
  • Excellent written and oral communication skills.
  • Proficiency in Microsoft Office applications (Word, Excel, PowerPoint, Visio).
  • Availability to support significant travel (20% or more CONUS/OCONUS).
Education/Training requirements vary by level/position and may include:
  • Master’s degree or higher in fields such as international security; nonproliferation counterterrorism; foreign affairs; or science, engineering, or technology related to the development of weapons of mass destruction. PhD may be required for some senior level positions.
  • PMP certification or industry recognized program management credentials may be required for senior team members.  
Preferred Skills for all levels include:
  • Experience working in teams in activity planning and implementation
  • Understanding of foreign assistance
  • Experience working with international organizations
  • Fluency in a foreign language
  • PMP certification or industry recognized program management credentials
