We are seeking a Director, Public Affairs Europe to work in our Berlin, Germany office.

Reporting to the EVP of Global Corporate Affairs, the Public Affairs Director, Europe is a critical position tasked with developing and advancing Tilray’s advocacy agenda as the company works to expand access to medical cannabis products for patients in need across Europe.  The Director will be responsible for establishing a positive, credible, and influential presence for Tilray in Europe with European, Country, State and Local government entities, as well as building relationships with relevant health care and economic development stakeholder groups and key opinion leaders. The Public Affairs Director will play a pivotal role leading discussion with elected officials, bureaucrats and regulators on legislative, regulatory and market access developments. The Director will have a thorough understanding of the laws and regulations in each country as they pertain to the scheduling, legalization and access of both prescription and non-prescription cannabis products.  
 
Roles and responsibilities
  • Craft and execute advocacy plans to ensure a favorable political and regulatory climate in key markets.
  • Anticipate and get ahead of potential business challenges arising from political or policy decisions.  
  • Build relationships in strategic markets with key local, state and federal government elected officials and regulators, as well as public and private insurance providers and their trade associations. 
  • Act as a liaison to relevant entities and stakeholders representing EU institutions, trade and political organizations.
  • Foster productive relationships between Tilray senior management and elected officials, regulators and stakeholders
  • Organize briefings, meetings and other interactions with government officials to build positive relationships prior to and throughout Tilray’s introduction to the market. 
  • Listen and understand external market concerns and actively communicate to internal business leaders.
  • Identify and monitor operational issues that may benefit from legislative and/or regulatory action. 
  • Track political and policy developments that could impact Tilray’s business plans in Europe.
Qualifications
  • Political Science or comparable degree from accredited university.
  • 8 years of experience in pharmaceutical or biotech organization.
  • 5 years political, government affairs or market access experience. 
  • Comprehensive knowledge of state legislative process in the European Union and its associated countries. 
  • Solid knowledge of market access and reimbursement regulations in the EU.
  • Entrepreneurial and results-oriented with a clear focus on high quality work in support of business outcomes.
  • Mature, credible and comfortable working with senior company executives and key stakeholder groups.
  • Consistently focuses on “big picture” long-term goals and values while successfully executing smaller, incremental steps toward success.
  • Flexible and willing to take on new responsibilities as required by the business.
  • Self-directed and motivated to work independently, with the ability to work collaboratively and cross-functionally with other leaders across the business
