Reporting to the SVP Tilray US Operations (Interim reports to Head of Supply Chain Development & Integration), the Procurement Director is responsible for developing a strategic approach to corporate procurement of operational goods and services.  This role will focus on acquisition of capabilities for Material Supply, Logistics, and Co-Manufacturing of finished goods for Tilray US.
 
In this leadership position, the successful candidate will direct and develop a centralized procurement program that will add value and efficiency to the organization. The team will have tactical responsibility for the development and implementation of policies, procedures, contracts and systems to support rapid growth and SAFE, FRESH, and AVAILABLE operational imperative.
 
Specifically, the Procurement Director (+Team) will create and operationalize a system for evaluation of material supply, logistics, and co-manufacturing services, and build / maintain a portfolio management system for each. The portfolio will easily capture and communicate the status of existing supplier relationships and contracts (capabilities, capacities, potential, performance, commitment, etc.) to enable broader business decision making and operational strategic planning.
 
This role is the primary contact of procurement, and instrumental to ensure integration of demand and supply for Tilray US manufacturing across all channels.   The candidate must be a self-starter comfortable with ambiguity, with high attention to detail, and a proven ability to work in a fast-paced and ever-changing environment.  An entrepreneurial spirit is a plus with familiarity building teams, developing talent, and continuously improving process from the ground up. 
 
Soft skills are crucial in this role; specifically, as a great contract negotiator and ongoing relationship manager.  The candidate should embrace a philosophy to build and sustain “great partnerships” which deliver reliable, quality, cost effective results and are transparent to build confidence in Tilray Brand and our customers / regulators.
 
The successful candidate will interact with senior management, manufacturing, logistics, R&D, legal, forecasting to clearly understand the demand requirements as part of the supply chain process.
 
 
Role and Responsibilities
  • Develop and communicate a procurement business plan; establish, communicate and implement long-term goals for the department in order to promote effectiveness and efficiency.  Established key departmental KPIs / metrics
  • Coalesce and operationalize Co-Manufacturing assessment framework (Ops, Quality, Regulatory, R&D, Product / Marketing).  Expand to Materials Supply and Logistics
  • Build ‘Portfolio’ system to easily maintain / monitor contract partnerships and simply tells the story of our Procured Operations eco-system (capabilities, capacities, potential, performance, etc.) to enable smart / efficient decision making across Operations
  • Engage in existing negotiations and contracts.  Work with what we have to optimize supply needs and then develop a strategy for the future
  • Manage current procurement policies, procedures and programs with a focus on their ability to enhance organizational value and efficiency; meet regularly with respective departments regarding procurement for their understanding and/or recommendations to enhance policies, procedures and develop, communicate and implement new/revised policies, procedures and programs as needed
  • Understand the technical requirements of our partners and work closely with the internal technical teams to guide the direction of activities and problem-solve production issues that will impact our supply chain
  • Analyze fluctuations in demand and capacity and liaise with suppliers to ensure supply capacity is committed and matched to demand requirements.
  • Ensure compliance with policies, standards and procedures governing the procurement and delivery of products and services for assigned product categories
  • Evaluate Team requirements to support Procurement Strategy.  Identifying relevant hiring and training for all levels of staff
  • Develop, communicate and administer procurement team performance and development plans and appraisals
  • Serve as the primary contact for procurement related questions, training, policy and procedure interpretation and alignment by all departments
  • Process purchase orders; develops bids and proposals; and reconcile any invoice discrepancies
  • Oversee contract development and administration
Qualifications and Education Requirements 
  • Bachelor’s degree in Business, Logistics or related field
  • 10-12 years of procurement / related experience, with 5 years of supervisory experience
  • Results-oriented, metrics-driven leader with expertise in purchasing, supplier collaboration, development and compliance.
  • Related contract negotiation experience (materials and manufacturing services)
  • Experience with sourcing and procurement and building a vendor program.
  • Solid analytical and computer skills.  Strong communication skills. Outstanding team building and leadership skill
  • A well-defined sense of diplomacy, including solid negotiation, conflict resolution, and people management skills
  • Able to build and maintain lasting relationships with corporate departments and key business partners
  • Able to work efficiently as a part of a team as well as independently
  • Excellent time and project management skills
