Reporting to the Sr. Quality Manager, the Regulatory Compliance Manager will be responsible for leading the regulatory and compliance initiatives within the High Park facilities to ensure that the sites are maintained in a compliant state in accordance with the Cannabis Act and Cannabis Regulations. Through the effective management of targets, goals, and efficiencies, the Regulatory Compliance Manager will ensure the ongoing success of the Regulatory Compliance team.  The Regulatory Compliance Manager will be the primary liaison with Health Canada on all licensing matters related to the High Park facilities and will assist with matters related to regulatory compliance in every aspect of High Parks’ operation. The successful candidate will work with the internal departments to identify compliance gaps and develop strategies for operationalizing compliance requirements ensuring policies, procedures, quality management systems and reporting practices surpass all regulatory requirements. The Regulatory Compliance Manager will oversee new product notifications and ensure all new products meet the requirements of the Cannabis Act and Cannabis Regulations.

Role and Responsibilities         

  • Lead the preparation, submission and maintenance of all license related submissions to Health Canada and other governing bodies, as required for the High Park Facilities
  • Maintain all necessary licenses and registrations and respond to any inquiries from Health Canada and governing bodies for the High Park facilities
  • Lead communication with Heath Canada and other governing bodies on regulatory and compliance related items for the High Park facilities
  • Oversee the production of monthly, quarterly, and annual reports for each site for Health Canada as required in the Cannabis Regulations
  • Oversee the site PCP plans as they relate to food manufacturing at the facilities
  • Participate in all Health Canada and other Regulatory authority audits
  • Manage the internal self-inspection compliance audits of all departments at each facility and issue audit reports to ensure audit readiness and conformity with the Cannabis Act, and Cannabis Regulations
  • Ensure that internal and external audit results are formally recorded and reported and that corrective/preventive actions are documented and completed
  • Ensure the review and approval of product labels from a regulatory and compliance perspective is completed in a timely manner
  • Monitor the regulatory and compliance environment, interpret changes, analyze gaps and conduct impact assessment, and participate and lead implementation into systems and processes
  • Represent the regulatory compliance department on cross-functional project teams and provide regulatory and compliance advice. Guide team members with questions and challenges encountered with respect to the regulatory requirements
  • Interact with Sales and Marketing, Quality and Operations departments for the timely launch of products with respect to regulatory and compliance challenges
  • With the support of R&D, Sales and Marketing and operations ensure all new product notifications are complete and submitted for the timely launch of products
  • Lead the development of compliance training programs and provide advice and training to develop facility personnel in matters related to regulatory and compliance
  • Ensure the completion of the annual mock recall program at each site, ensuring the mock recall is completed and any corrective actions as required
  • Ensure all security and quality investigations relating to unexplained cannabis losses, gains or theft incidents are completed in a timely manner in compliance with the site procedures
  • Maintain and adhere to all company policies and procedures
  • Perform other tasks as assigned

Qualifications and Education Requirements

  • Bachelor's degree and a minimum of 7 years’ experience working in a highly regulated or compliance role
  • Experience in cannabis sector in Canada an asset
  • Minimum 3 years of supervisory or management experience required
  • Direct experience participating in, managing, or conducting quality audits and inspections and asset
  • Ability to gather, summarize, and interpret complex regulatory information from a variety of sources
  • Demonstrated attention to detail
  • Demonstrated organizational skills
  • Proven ability to manage and coordinate multiple projects simultaneously
  • Proven ability to work independently and adapt quickly to changing priorities
  • Proven ability to collaborate productively and efficiently with multiple internal and external stakeholders
  • Demonstrated strong current knowledge of Good Production Practice, Good Documentation Practice
  • Familiarity with the Cannabis Act and Cannabis Regulations
  • Proficiency in quality management systems, documentation, testing methods
  • Proficient in English (proficient or functional in French is considered an asset)
  • Proven ability to effectively use Microsoft Office Applications
  • Must be willing and able to travel between High Park facilities and suppliers as required
