JOB SUMMARY
 
The Financial Counselor reports to the Front-End Support Manager under the leadership of the Chief Financial Officer, and supports the goals of Progressive Community Health Centers (PCHC) by assisting in the daily operations of the fiscal operations of the organization.  The Financial Counselor is responsible for all aspects of providing customer service to patients and assisting with self-pay and Medicaid/BadgerCare and Federal Marketplace applications.  The Financial Counselor verifies/assess and completes slide fee scale applications and patient insurance coverage using various websites.
  
ESSENTIAL FUNCTIONS
 
  1. Verifies health benefits, prior authorizations, deductibles, and co-payments prior to services being scheduled.
  2. Notifies patients of financial obligations prior to appointments.
  3. Work with patients that have high financial obligation balances. Ensuring to obtain all possible resources available to the patient.
  4. Investigate possible resources of payment for uninsured patients.  Negotiates payment arrangements in compliance with PCHC's collection policy.  Arranges payment schedule for persons needing service not covered by insurance of funding.
  5. Assists in eligibility process for persons enrolled in the Medicaid and initiates the paperwork on patients for the presumptive eligibility process.
  6. Assists in eligibility process for persons eligible for Marketplace coverage and initiates/assist with paperwork to complete application process.
  7. Participates in Outreach and Enrollment activities/events throughout the community.
  8. Maintains Outreach and Enrollment Certification through the State and Federal government.
  9. Enters and update appropriate information in the practice management systems that authorization has been obtained for services and the effective date(s) of authorization.
  10. Work closely with front desk, call center and billing staff to ensure insurance information is updated accurately and entered into the practice management system.
  11. Collects deposits and makes financial payment arrangements for self-pay accounts.
  12. Assist with front desk specialist duties when necessary.
  13. Actively participate in team, company meetings, and trainings.
  14. Performs other job related duties as may be assigned.
 
KNOWLEDGE and SKILLS 
 
Skillful in the operation of Microsoft applications.  Excellent communication and interpersonal skills with emphasis on customer service and the ability to work with all levels of management, patients, physicians and support personnel. Must be organized and possess the ability to multi-task.
 
 
EDUCATION AND EXPERIENCE:
 
Two or more years’ experience with dealing with the public in healthcare environment or customer service setting preferred.  Two years’ experience dealing with Medicare, Medicaid, HMO’s, government funding programs and commercial insurance programs required.  Ability to work in a fast-paced environment and remain flexible to adapt to changes.  Must be able to communicate with patients in regard to their financial status.  Ability to maintain confidential records and files.  One year previous collection experience preferred.  Professional oral, written and presentation communication skills.
