Job Summary
The Capture and Proposal Manager supports Berry Aviation Government Services Division in achieving its government contracting growth goals by leading efforts through the full life cycle of capture and proposal management to secure new or re-compete contracts and task orders. Develops capture/proposal strategy including business solution for pursuit of opportunities; identifies potential customers; competitive assessments; teaming partners; and prices-to-win; participates in bid and proposal activities from researching, tracking, and qualifying new opportunities.  Oversees all proposal activities to ensure quality proposals are submitted on time.
  • Reviews, understands and responds to customer inquiries, requests for information, quotes, and proposals
  • Plans, schedules, and oversees all proposal development efforts in response to Requests for Proposals
  • Analyzes requirements, develops response framework and compliance matrix
  • Applies proposal and project management techniques in the preparation, production, and delivery responses
  • Organizes and leads proposal kick-off meetings and color team reviews
  • Prepares, coordinates, and presents reviews to senior leadership of the company
  • Identifies relevant and qualified team members and/or subcontractors; coordinates development and execution of teaming/subcontract agreements
  • Supports Business Development and Program Manager(s) as required in fact-finding, negotiations, and contract administration
  • Bachelor’s degree in business or related technical field is required. 
  • Five years or relevant Capture, Proposal, Business Development, or Government Contracting
  • Demonstrated experience in pursuit of new business opportunities, especially government services programs
  • Demonstrated experience in pursuit and capture of new business, especially government services programs
  • Outstanding communication skills (written and oral) with proven abilities to write high quality proposals
  • Strong working knowledge of Microsoft Office Suite, including document formatting and illustration
  • Excellent interpersonal skills with proven abilities to work effectively and build relationships with colleagues, partners, and customers
  • Project Management skills to manage multiple, concurrent projects, shifting priorities, tight deadlines, and coordinate multiple parties to achieve a common objective
  • Understanding of the Government procurement process and requirements
  • Understanding of the Federal Acquisition Regulation (FAR) and how it applies to the development of proposals
  • Prior experience with Department of Defense (DOD), Special Operations, or equivalent industry support 
  • Defense Acquisition Workforce Improvement Act (DAWIA) Contracting Certification (desired)
  • Must be able to obtain a DOD Secret clearance which requires U.S. Citizenship
